Overview

A Satellite Factory at Hutto Crossing

Blue Origin Manufacturing, LLC plans to invest $554.8 million in Constellation Park, a multi-building manufacturing, research and logistics campus in Hutto, about 25 miles northeast of Austin and 11 miles west of Samsung Taylor. During site selection, led by JLL, the project was called Project Blue Hub. The state offered an $18.17 million Texas Enterprise Fund (TEF) grant, a performance-based award for projects Texas wins against other states, plus a $10,000 Veteran Created Job Bonus.

Local deals came first. The Hutto City Council and the Hutto Economic Development Corporation (EDC) approved incentive agreements in a joint meeting in August 2026, and the Williamson County Commissioners Court approved its agreement on August 20. Those filings cited more than $650 million in investment and an average salary of about $88,000 over five years; the state announcement set the investment at $554.8 million. Blue Origin committed to paid internships and career and technical education work with Hutto Independent School District (ISD).

TeraWave Satellites and Quartz Ground Antennas

Constellation Park will build spacecraft for TeraWave, the satellite network Blue Origin announced on January 21, 2026, along with solar arrays, avionics and telecommunications hardware, and will expand production for Quartz, Blue Origin's ground station network. TeraWave plans 5,408 satellites, reported as 5,280 in low Earth orbit (LEO) and 128 in medium Earth orbit (MEO); LEO radio links carry up to 144 gigabits per second (Gbps) and MEO optical links up to six terabits per second (Tbps). Blue Origin targets enterprise, data center and government users, up to about 100,000 customers, with deployment starting in the fourth quarter of 2027.

TeraWave enters a market led by SpaceX Starlink, whose user terminals come from the SpaceX Bastrop factory, and Amazon Leo, which has 12 New Glenn launches booked. China is building two state-backed megaconstellations: Guowang, run by China SatNet, with more than 13,000 satellites planned and 177 low-orbit satellites launched by June 2026, and Qianfan (Thousand Sails), run by Shanghai Spacecom Satellite Technology, with about 14,000 planned.

New Glenn's Grounding Sets the TeraWave Clock

Jeff Bezos founded Blue Origin in 2000; it is headquartered in Kent, Washington, builds BE-4 engines in Huntsville, Alabama, and builds and launches New Glenn at Merritt Island and Cape Canaveral, Florida. Blue Moon landers, Blue Ring space tugs and New Glenn stages stay at those plants; the Hutto announcement assigns only satellites, ground equipment and subsystems to Texas.

From a West Texas Launch Site to a Central Texas Factory

Blue Origin's Texas presence until now was Launch Site One, also called Corn Ranch, near Van Horn in Culberson County, where New Shepard has flown suborbital missions since 2006; the rockets are built in Kent and shipped in. Constellation Park adds factory work in Central Texas, joining Firefly Aerospace in Cedar Park, the Bastrop complex and SpaceX McGregor in the Austin Aerospace and Space Corridor. Hutto sits on US 79 between Round Rock and Taylor; Mayor Mike Snyder called the city an anchor point on the Highway 79 tech corridor.

Constraints

Launch Capacity and Undisclosed Schedule

Neither Blue Origin nor the governor's office has given a construction or opening date for Constellation Park. TeraWave's fourth-quarter 2027 deployment depends on New Glenn returning to flight and on rebuilding Launch Complex 36, which Blue Origin is restoring as LC-36A while adding LC-36B for the larger New Glenn 9x4.
